Governance of Digital Health Services and Data in Southeast Asia: Harmonization of digital regulatory frameworks within the region and with key partners
This research project examines the regulation of digital health (DH) interventions and cross-border health data flows in ASEAN countries. The COVID-19 pandemic has accelerated digital transformation in the region, particularly in healthcare. However, the regulatory landscape for digital trade and health data flows remains fragmented across ASEAN members. The overal goal of the project is to propose an ASEAN DH and health data trade regulatory regime that promotes interoperability while considering "special and differential treatment" for less developed members. It addresses the challenge of balancing data security with the need for cross-border flows, crucial for individual healthcare, research, and achieving health-related sustainable development goals. Specifically, the project will: 1) Assess regulatory frameworks on digital economy, DH interventions, and data flows across Southeast Asian countries. 2) Develop a DH-specific index to evaluate data flow restrictiveness and regulatory regional integration. The research employs both quantitative and qualitative methods. Given the growing importance of the DH market in ASEAN, valued at US$5 billion, the results of this project are highly relevant. By addressing regulatory disparities and data flow barriers, the research aims to unlock the potential for DH-driven growth and innovation in the region.
