タイトル：町内会の歴史的創造と東南アジアへの伝播について

要旨：
日本における町内会の歴史的な成立過程と日本の社会において果たしてきたその独自の役割について紹介する．そのうえで，その成立過程において，日本の植民地支配とそこでの実験が果たした役割，戦時下における東南アジア諸国への伝播，その後の展開について考えてみたいと思う．

　日本の場合はまがりなりにも民間のボランティアな組織としてスタートした町内会が，敗戦間際にようやく公的な行政の末端機構として位置づけられたこと，それゆえ占領期には解散禁止の対象となったこと，そのために復活後も長く行政によって正式に位置づけられることがなかったことが，その独特の位置づけをもたらすことになる．

　これにたいして東南アジアの場合はどうか，この点については当日東南アジア諸国の専門家と考察を深められたらと考えている．

略歴：
玉野 和志（たまの　かずし）
石川県金沢市生まれ．都立大学を卒業後，東京大学大学院社会学研究科博士課程中退．東京都老人総合研究所，流通経済大学，都立大学をへて現職．町内会をはじめ都市の住民活動と自治体のコミュニティ政策との関連について，社会学的な実証研究に従事してきた．主著に『近代日本の都市化と町内会の成立』，『東京のローカル・コミュニティ』，『町内会』，『創価学会の研究』，『実践社会調査入門』などがある．また，編著として『東南アジアにおける国家のリスケーリング』，『世界に学ぶ地域自治』などがある．

タイトル：The climate governance in Indonesian energy sector: towards achieving the NDC target

要旨：
The global energy sector is among the top three carbon emitters. Reducing emissions in this sector is integral to the energy transition, which must be fair and just. The concept of Just Energy Transition (JET) stems from the realization that climate change disproportionately affects vulnerable, small, and developing countries that contribute minimally to global carbon emissions. JET focuses on shifting from fossil fuels to renewable energy sources in a manner that is fair and inclusive to all communities, workers, and nations. Indonesia as an archipelagic country, is highly vulnerable to climate change impacts and remains heavily dependent on fossil fuels. The NDC targets form part of a broader climate policy trajectory, encompassing institutional arrangements and operational strategies, particularly within the energy sector.
This research aims to develop a climate governance model for achieving a just energy transition in Indonesia. This study investigated the state of climate governance in Indonesia’s energy sector. Findings revealed that the policies and programs established in Indonesia are somewhat lagging in achieving NDC, the energy mix, and other national climate targets. These findings are crucial for creating more effective policies aimed at achieving emission reduction and energy transition targets.

略歴：
Niken Prilandita is a lecturer and researcher from Urban Planning and Design Research Group (KK-PPK), of Urban and Regional Planning Department in Bandung Institute of Technology (ITB), Indonesia. Niken has a multidisciplinary interest in research regarding urban planning, urban heat island, energy-environmental management, and climate-energy policy and governance. Other than academic research, Niken also has experience in assisting various local governments across Indonesia in formulating their Masterplan, Detail Masterplan, Development Plan, and Strategic Environmental Assessment, etc. Niken is also actively involved as senior research fellow in several research-based organizations such as Climate Change Center of ITB, Climate Strategies, and Resilience Development Initiative (RDI) especially in the Renewable Energy and Emission Reduction cluster.
